Dr. Lars H .M. Johansen is the Norwegian General Director for ICT Policy and Government Reform in the Ministry of Government Administration and Reform.
He is currently responsible for overall ICT policy, eGovernment policies, government reform and public administration issues. In 2007-2008 he established the The Agency for Public Management and eGovernment (Difi) as its interim director.
Johansen holds a PhD from the London School of Economics (1999). Before starting in the ministry, he worked as a management consultant at McKinsey & Co, giving strategic advise to private busineess and public agencies. He has also a academic background as a researcher at the Institute for Research in Economics and Business Administration (Bergen) and at Fafo research institute (Oslo).
