In Chapter III of the Act (sections 25-38), you will find the rules of the Act on Competitive Conditions and Consumer Interests in the Telecommunications Market that are particularly relevant to the numbering area.

The Act and the associated Executive Orders contain rules about:

• consumer protection
• universal service obligation
• numbering and interconnection

Purpose:

• to ensure general minimum requirements for telecommunications providers
• to ensure all end-users access to a number of basic electronic communications services on reasonable terms and at reasonable prices
• to organise administration of the overall Danish numbering plan, including the deployment, assignment, modification and withdrawal of numbers, number series and addresses
• to ensure the right to number portability (i.e. the right to retain a telephone number if the end-user changes to another telecommunications company)
• to ensure free carrier selection (i.e. the right to have one's subscription under one company and use other companies for handling one's calls)
• to ensure that new companies in the market will be able to make agreements on exchanging traffic between each other, and also give access for new companies to employ the existing infrastructure.

In addition, the Act contains rules about the market analyses to be undertaken by the National IT and Telecom Agency and relations to competition law.
