Impact assessment of public IT projects

The National IT and Telecom Agency has developed the tool "Impact assessment of public IT projects", which is intended to help public authorities measure the effect of their IT projects.

In 2006, the Auditor General asked Science Minister Helge Sander to clarify how the impact of digitalisation projects can be measured. This was due to the fact that there had been insufficient focus so far on measuring whether an IT project had a satisfactory impact.

As a consequence, the National IT and Telecom Agency in 2006 began developing the tool Impact assessment of public IT projects. The aim of the tool is to enable managers in the public sector to measure the impact of their digitalisation projects.

The tool makes it possible for the individual authority - whether a local authority, region, agency or ministry - to assess the costs of a project in relation to the impact within a number of areas. 

It is possible to measure not only quantifiable effects such as productivity gains, efficiency and savings, but also effects of a somewhat softer nature. For instance, it can also be measured whether an IT project has resulted in increased awareness, greater accessibility or better service for citizens.

The tool was completed in 2007.
