Agile development has been applied increasingly as a project management method in the private sector over the past decade. Public authorities both in Denmark and internationally (for example, Norway, Sweden, the UK, and the USA) are now gaining experience in the application of these methods, as well.

This guide will hopefully help qualify the basis for decision when it comes to commencing a new IT-development project in which one may want to apply an alternative project management method. The guide should also help authorities enter into contracts that differ from the traditional IT supplier contracts, with fixed prices, deadlines, and services.

This guide does not promote agile development methods over other development methods. Agile development methods are merely one among several methods of handling IT-based business projects.
