The rules prescribing a universal service obligation (USO) imply that all customers have a right to be offered a number of basic telecommunications services all over the country.

The appointed USO provider(s) must deliver the services covered by the universal service obligation to anyone who requests so, on reasonable terms. Rules on the universal service obligation are given in Part 4, sections 16-21, of the Act on Competitive Conditions and Consumer Interests in the Telecommunications Market, see Consolidated Act No. 780 of 28 June 2007 (pdf).

In addition, the universal service obligation is regulated under Executive Order No. 701 of 26 June 2008 on USO Services (see the executive order in danish at ”Retsinformation”).

At present, the universal service obligation covers ordinary telephony, ISDN networks and services, a certain minimum set of leased lines, special USO services for disabled persons, directory enquiry services, an electronic directory, and certain radio-based maritime distress and safety services.

In 2008, there will be a new appointment of one or more USO providers.
