Code 900 Services

Information and content services are regulated by the Executive Order on Information and Content Services with Integrated Charging (Previously Code 900 Services).

This Executive Order specifies rules for:

  • 8-digit subscriber numbers where the provider of telecommunications networks or telecommunications services, as an integral part of charging the call, is also responsible for recording the usage of an underlying information or content service as well as invoicing and billing of this to the end-user.
  • Barring of calls to numbers as mentioned in no. 1.

The Executive Order also provides that the telecommunications operator is responsible for ensuring and supervising compliance with the rules on pricing, content and categorisation of information and content services. This implies that the telecommunications operator will be the first instance to deal with complaints about non-compliance with the prescribed rules.

Code 900 Board

The Code 900 Board has been appointed in pursuance of the Act on Competitive Conditions and Consumer Interests in the Telecommunications Market.

The Code 900 Board will deal with appeals from consumers and providers of information and content services against first instance decisions made by telecommunications operators regarding compliance with the rules of the Executive Order.

The Board consists of three members appointed by the Minister for Science, Technology and Innovation for four years at a time. Secretarial services for the Board are provided by the National IT and Telecom Agency

The Code 900 Board is a member of International Audiotex Regulators' Network (IARN), which is an international collaborative initiative between authorities regarding premium rate numbers. The IARN meets twice a year.
